Description of Services
Successful candidate shall provide all services, labor, and other items required to accomplish performance of Clinical Psychologist duties as specified, in strict accordance with all terms, conditions, general and special provisions, specifications, and attachments contained herein or incorporated by reference, as described in this Performance Work Statement (PWS).

General Scope of Work
• Clinical Psychologist-Integrated Primary Care.

• Clinical Psychologist shall function in a specialty mental health clinic or in a patient centered medical home (PCMH) location as a behavioral health consultant (BHC) and/or Behavioral Health Care Facilitator (BHCF).

• Perform continuing and comprehensive mental and behavioral health care for individuals, families, and groups to support the 51st Medical Group’s Behavioral Health Optimization Program.

Specific Tasks
• Attend and participate in meetings during normal duty hours, professional staff conferences and other appropriate professional activities such as: quality improvement meetings, professional staff meetings, commanders’ staff meetings, mental health flight meetings, and other meetings required by applicable regulations, MTF guidance, or as directed by the mental health flight Commander or his/her designated representative.

• Conduct applied research and clinical investigations in clinical/behavioral health psychology.

• Clinical/Counseling Psychology. Apply psychological procedures and techniques, including interviewing, behavioral assessment, evidenced-based therapies, and psychological testing/psycho-diagnostic testing, in the evaluation, diagnosis, and treatment of psychological and neuropsychological disorders.

• Individual, family, and group psychotherapy; couples therapy, and alcohol and drug treatment evaluations.

• Consult with medical personnel, legal authorities, military commanders and school districts as required.

• Maintain accurate and current notes in the Mental Health records, inpatient medical records and electronic medical records of all patients seen, as appropriate, and produces reports of evaluation and/or treatment as required.

• Participate in military specific training (e.g., training to perform Command Directed Evaluations, security clearances, Military Training Instructor clearances, use of the Air Force Guide to Managing Suicidal Behavior, pre-post deployment screening, PTSD, and combat stress) and others as directed by the mental health flight Commander of AF policy.

• Clinical Psychologists assigned as Behavioral Health Consultant in the Patient Centered Medical Home (PCMH) tasks shall include.

• Participate in and successfully complete Air Force BHC training. Demonstrate core competency skills to an expert trainer within 90 calendar days of starting to see patients in primary care. The 90-day threshold for demonstration of core competency skills will be extended if the Air Force is unable to provide training opportunities within 90 days.

• Provide brief (typically no more than four appointments) cognitive/behavioral interventions in primary care under the Air Force consultation model (per the Air Force Behavioral Health Optimization Program Practice Manual). Services will mimic the pace of primary care (i.e. patients seen for 15 to 30 minute appointments).

• Provide classes and/or groups in format appropriate for primary care (i.e. drop-in stress management class, group medical visit for a chronic condition).

• Successfully consult with PCMs on-demand about generic issues or specific patients.

• Ensure PCMs receive same-day verbal and/or written feedback on patients referred.

• Deliver brief presentations/trainings to primary care team members regarding behavioral health issues and BHC services.

• Participate in team efforts to develop, implement, evaluate, and revise clinical pathway programs needed in the clinic.

• Duties may include supervision of providers who are in training or not fully licensed.

• Maintain accurate and current notes in the electronic medical records of all patients seen.

• Consult with medical personnel, legal authorities, and military commanders as required.

• Participate in military specific training (e.g. use of the Air Force Guide to Managing Suicidal Behavior, pre-post deployment screening, PTSD, and combat stress.

• Attend and participate in meetings during normal duty hours and professional staff conferences and other appropriate professional activities such as, but not limited to the following: quality improvement meetings, professional staff meetings, commander’s staff meetings, primary care staff meetings, appropriate meetings of the mental health flight, High Interest Log case staffing, and others required by applicable regulations, MTF guidance, or as directed by supervisor.

• Clinical Psychologists assigned to the Behavioral Health Care Facilitator (BHCF) in a Patient Centered Medical Home (PCMH).

• Participate in and successfully completes Air Force BHCF training.

• Contact referred patients to assess treatment adherence.

• Use validated symptom inventories to assess current symptom severity.

• Assess barriers to treatment adherence and help patient problem-solve solutions to barriers.

• Provide patients with education regarding their mental health condition and treatment regimen.

• Maintain patient information in a patient registry.

• Maintain accurate and current notes in the electronic medical records of all patients contacted for review by the managing physician.

• Routinely staffs difficult cases with the referring provider, behavioral health consultant and/or psychiatry consultant.

• Perform case management functions.

• Participate in military specific training (e.g., pre-post deployment screening, PTSD, and combat stress, etc).

Experience/Knowledge

• Clinical Psychologist shall have at least one (1) year experience as a clinical psychologist within the last five (5) years.

• Knowledge of human behavior and performance; individual differences in ability, personality, and interests; learning and motivation; psychological research methods; and the assessment and treatment of behavioral and affective disorders.

• Knowledge of principles, methods, and procedures for diagnosis, treatment, and rehabilitation of physical and mental dysfunctions, and for career counseling and guidance.

• Knowledge of the structure and content of the English language including the meaning and spelling of words, rules of composition, and grammar.

• Knowledge of business and management principles involved in strategic planning, resource allocation, human resources modeling, leadership technique, production methods, and coordination of people and resources.

• Knowledge of principles and processes for providing customer and personal services. This includes customer needs assessment, meeting quality standards for services, and evaluation of customer satisfaction.

Education/Certifications:
• The Clinical Psychologist shall possess a Doctor of Philosophy (Ph.D.) degree in clinical or counseling psychology from an APA accredited program or a program acceptable to the Office of the Surgeon General, U.S. Air Force.

• The Clinical Psychologist shall have completed an APA accredited internship/residency in professional psychology or an internship/residency acceptable to the Office of the Surgeon General, U.S. Air Force.

• The Clinical Psychologist shall possess and maintain throughout the course of the contract a current certification in either the American Heart Association Basic Life Support (BLS) Course C or the American Red Cross CPR/BLS course as required by AFI 44-102, Community Health Management, Tables 1.1 through 1.6. The MTF will provide BLS refresher courses.

• The Clinical Psychologist working on this contract shall be able to communicate in the English language at the intermediate level as exemplified in their written and verbal skills in the performance of their duties under this contract.

• Clinical Psychologist shall possess and maintain throughout the course of the contract a current certification in either the American Heart Association Basic Life Support (BLS) Course C or the American Red Cross CPR/BLS course as required by AFI 44-102, Community Health Management, Tables 1.1 through 1.6. The MTF will provide BLS refresher courses.

License:
• The Clinical Psychologist shall possess and maintain throughout the course of the contract a current, active, valid, unrestricted (with no limitations, stipulations, or pending adverse actions) state license to practice psychology in any one of the fifty United States, the District of Columbia, the Commonwealth of Puerto Rico, Guam, or the U.S. Virgin Islands.
