Seeking a translator professional to fill a fulltime role Mon-Fri, providing the following services.
The employee will function as the primary liaison for all transfers and referrals to a Japanese medical facility on Okinawa. Will translate all required information to facilitate the transfer, in-processing, care and out-processing for all patients requiring medical care at Japanese medical facilities. Will provide timely feedback to provider(s), case manager(s), TRICARE, and Referral Manager using CHCS, AHLTA and/or RMS on any translation activity dealing with the transfer/referral of patients during and after patient care is rendered. This will include translating Japanese provider(s), information to and from the patient, Kadena provider(s), TRICARE and RMC.
Shall develop and maintain relationships with current and new Japanese hospitals, clinics, and/or individuals upon direction of the MTF Commander, MTF Administrator, the TRICARE Flight Commander, and/or TRICARE Flight Chief conforming to requirements of the TRICARE program in coordination with International SOS (ISOS). This may include but not limited to identifying Japanese hospitals with English-speaking staff in Okinawa, Japan, visiting local Japanese hospitals with base management, and/or translating phone calls from Japanese to English and vice-versa. Shall coordinate meetings with the Staff, ISOS, case manager(s), and TRICARE Operations Flight leadership to support current and future development of TRICARE participating providers in the Okinawa, Japan area.
• Translator shall visit local hospitals to maintain and foster relationships for referral of patients on a continuous basis.
• Contractor shall translate diagnostic tests and treatment and any medically-related information that requires translation.
• Translator shall call the Japanese fire department for ambulance dispatch when and if necessary.
• As point of contact for base physicians during patient hospitalization to Japanese facilities, obtains daily/periodic medical reports and distributes them to the appropriate office(s) and/or personnel within 36 hours unless an expedited request based on an emergency is necessary. Point of contact for Referral Management and case managers during patient’s hospitalization(s) at local hospitals during provider-patient visits and translates patient needs to Referral Management, case managers, patient, and attending provider.
• Attends medical conferences with Japanese physicians, professional staff from Kadena, patients and family members, as needed, to assist this group in understanding the care being given by the Japanese hospital.
• Develop a working knowledge of TRICARE and local Japanese health insurance by the end of 3 months from the date of hire. This is inclusive of enrollment procedures and claims processing for the TRICARE medical and dental programs.
• Translates meetings between TRICARE Operations and Patient Administration (TOPA), Resource Management Office (RMO), Executive staff, ISOS, and off-base Japanese facilities concerning agreements for proper patient acceptance and billing of medical care given our patients.
• Translates ISOS and/or payment procedures to off-base facilities and provides necessary paperwork required by off-base facilities to complete payment procedures.
• Translates medical/clinical information written in English and/or Japanese for customers of the 18 MDG (beneficiaries as well as medical professionals in the Japanese community and/or 18 MDG), as needed.
• Translates Japanese technical medical information, with Japanese case manager and/or provider(s)’ oversight, into English for various projects and programs.
• Translates information letters from English to Japanese for non-English speaking patients.
• Translates medical statements for outpatient, inpatient and emergency procedures to provide to Japanese clinics/hospitals, and doctors.
• Translates operating instructions and associated medical information from English to Japanese for the beneficiary population of Kadena AB.
• Accompanies patients referred to Japanese hospitals to provide translation and interpretation services as required, facilitating quality medical care.
• Briefs the executive staff, medical providers, case managers, Referral Management, TRICARE, and other 18 MDG personnel, as required and after visiting hospitals or transfers of patients off-base.
• As needed, during Emergency Management (EM) scenarios and exercises, contractor functions as the primary patient liaison between medical disaster teams and accepting Japanese medical facility. Contractor shall translate all required information to facilitate the transfer, in-processing, care, and out-processing for all patients requiring medical care at Japanese medical facilities. Contractor shall provide timely feedback to provider(s) using CHCS, AHLTA, and/or the Referral Management System (RMS) on any translation activity dealing with the transfer/referral of patients on any translation activity dealing with the transfer of patients during and after patient care is rendered. This will include translating Japanese provider(s)’ information to and from the patient and Kadena provider(s).
• Assists in navigational duties to reach off-base facilities as needed.
Experience, Education & Other Qualifications Requirements
English and Japanese Language Requirement.
Translator must be bilingual and proficient in speaking, reading, writing, listening, comprehending, and understanding English and Japanese (TOEIC score: 740 or higher, or equivalent to Eiken Pre 1st-level. TOEFL score of 80-97(iBT)/213-245(CBT) or higher, IELTS band of 5.5-6.5, and DLPT score of 2+ or higher are also acceptable).
Expertise
The personnel performing this duty shall be knowledgeable in general medical ethics, health records administration, telephone etiquette, office management methods, have excellent communication and customer service skills with strong organizational background and computer operations to include Microsoft Windows and spreadsheet type applications. Personnel shall understand the importance of deadlines.
